In Judge, there are two characters, positioned on the left and right of the screen, who hold up a numbered card at the same time, with one character having a higher number. After the number is revealed, both players must choose to either attack or defend: the player with the higher number will want to go on the offensive, while the player with the lower number will want to dodge.
This is the first multiplayer Game & Watch game: GAME A is a single player mode, playing against a CPU, while GAME B is a two player mode, with each player controlling their character with the two buttons on the left and the two buttons on the right. 3 points are awarded for attacking with a higher number and 2 points are awarded for dodging with a lower number. If you try to attack with a lower number, or dodge with a higher number, then 2 points are awarded to your opponent. The game ends when a player reaches 99 points.
Interestingly, there appears to be two versions of this game, a green variant (shown above) and a later, purple-coloured variant. The purple variant fixes a glitch in GAME B where the opponent only receives a single point if Player 1 dodges while holding a higher number. In the later purple variant, Player 2 will correctly receive two points if this scenario occurs.
